I found the file in C:windowssystem32. I was able to delete it by rebooting and then sending to the recycle bin. After that I was able to install the .Net framework

The actual file name is MSCOREE.DLL and I just dropped into a DOS command line and went to c:windowssystem32 and deleted mscoree.dll… I did not have to restart or anything… worked fine….

I’m having the same problem but do not have the .dll file on a search of the entire hard drive. this is a new install of XP pro and I am trying to install Office 2003 pointing to a transform. These are the 2 error messages that I consistently get:

Two possible solutions:
1. Remove mscoree.dll from system32 directory. Reboot not necessary. This should solve the problem.
2. Uninstall beta version. If you get the same error when uninstalling the beta version… go to beta folder and rename it to a different name then try Office2003 Installation.
If both of the above does not work, then the only other thing I can think of is to uninstall all of products related to HP including drivers. HP is known for bundling large stuff and causing problems with the .NET installer which Office 2003 is based on.

This error message comes up each time start my computer. When I try to close it, it won’t close. It just keeps repeating. I am able to go on with my other programs gut it still keeps running in the background.

Just on a sidenote here, the mscoree.dll file is the CLR Execution Engine. When an assembly is loaded it will be loaded by mscoree.dll, the assembly states for which CLR version the assembly was designed for and mscoree either loads the correct CLR version or uses the already loaded CLR runtime.
Do NOT just move or delete the mscoree.dll file. If you move it or delete it and then install .NET Framework 1.1 than there will be a new mscoree.dll file in your %windir%system32 folder but this time the .NET 1.1 one. I recommend that if this work around works to install an older version of the .NET Framework that you still afterwards perform a repair installatino of .NET Framework 2.0, even better would be to try to perform a repair installation of the .NET Framework 2.0 first before starting to move or delete the mscoree.dll file.

I have also encountered the 2908 with any of a number of {arguments} following a recurring window. This began happening when my computer attempted to install automatically «InstantShareDevices». I have an HP printer and have deleted some of the files associated with it, but not all. I deleted the mconn.dll and have downloaded the dot Net 2, but it will not install because the computer is stuck in that loop with the 2908 errors trying to install automatically those InstantShareDevices. The next thing that I will try, will be to go delete all the HP software and then, if need be, reboot if I haven’t been able to get out of that loop. If anyone has any other ideas, I’d love to hear them.

I had this problem, too. It seems to be a problem with installing Microsoft .Net Framework.
Here’s what I did: when the endless loop of InstantShareDevices install errors started up, I went to the Task Manager (ctrl-alt-del) and ended the process.
Then I went to this link (for XP) at Aaron Stebner’s Weblog and downloaded his .NET Framework cleanup tool, ran it as directed, and restarted the computer. (If you’re running Vista, go here.)
When it restarted, I had to use the Task Manager again to end the loop of install errors. Then I went to the windowsupdate.microsoft.com, clicked the Custom button, and selected Microsoft .Net Framework 1.1.
Once that worked, I went back and installed the Microsoft .Net Framework 1.1 Service Pack 1, and also Microsoft .Net Framework 2 and 3.

If I try to install the SDKs for Windows Mobile 5 or the Standard SDK for Windows Mobile 6 on Windows Vista (with VS2005 already installed) I get hundreds of these errors. There is no mscoree.dll in the system32 folder.

Please be aware that on 64-bit (Specially Windows Server 2003) you ALSO have to delete MSCOREE.DLL from C:WINDOWSSysWOW64 or you will still get the error!

I used unlocker to remove mscoree.dll from system32 and systemwow64 and tried to install .net v1.1 and, this time it didn’t give me a 2908 error, but it «rolled back» right at the end and didn’t tell me what went wrong. Then, when I tried to open the
game I was trying to get working, it didn’t give me the «you need .net v1.1.4» thing, it just told me it couldn’t open. So I put mscoree.dll back into the system folders and tried opening the game again, and it went back to the «you need .net v1.1.4»
pop-up. I have had this pop up with other games while using Steam, but they always worked just fine. So obviously deleting mscoree.dll does not work the way people say it does, at least not for me… -

Hello, when I try to install Visual Studio in Windows 7 or the compatiblity tab with Vista or Window Xp service pack 2 or 3 I get an error code 2908. In searching for this code, i found that it seems to be associated with Net Framework 2 in some way. When I try to install Pinacle studio ultimate, version 12, I receive the message that I need net framework 2. I tried to Downloading this from Microsoft but it stops and says that it is already loaded. In the turn on-off section of the control panel I see net framework 3.5 but not 2.
Is error code 2908 about net framework 2? Can I correct this?

In Windows 7 RC the built-in .Net Framework version is 3.5, it includes .Net Framework 2.0 and later versions. Therefore we cannot install it again.

Если при установке Microsoft Office появляется ошибка следующего содержания:
Ошибка 2908. Внутренняя ошибка.
То это значит, что версия Microsoft .NET Framework, установленная на компьютере, содержит в себе ошибки.
Исправление ошибки
Решением проблемы будет полное удаление установленных версий .NET Framework, и установкой их по новой. Удобным способом удаления установленных версий .NET Framework будет использование специальной утилиты «.NET Framework Cleanup Tool», скачать которую можно по ссылке ниже.

В приложенном архиве находится exe файл, который следует запустить, и в самой программе нажать кнопку «Cleanup Now».

Run a Registry Scan
The registry is a known cause of a great many errors on your system. This is primarily due to its importance and significance in your operating system. At which point, you should check the permissions of the profile(s) that do not work, and change them, so they’re the same as the profile(s) that did work.
Profiles can have different permission, granting the user access to different kinds of files. A children’s account for example, may be blocked from installing software, logged in with such an account, you’ll likely encounter errors when attempting to install something. So, be sure you’re logged into your system with the appropriate user profile account.
Turn Off User Profiles
If you’re still unable to install anything on your system, then you may want to try temporarily disabling user profiles, just long enough so that you can re-try installing the application(s). To do this, follow the instructions below:
Note: This method only works on really old Windows versions (95/98/ME).
1. First, boot into your computer with administrative rights.
2. Then press 
+ R, type Control Panel and click on OK.
